The Whitefish Trust Lands Advisory Committee initially proposed the recreational loop trail in late 2004 as part of the Whitefish State Trust Lands Neighborhood Plan. The Neighborhood Plan is a land-use plan for the 13,000-plus acres of state lands surrounding Whitefish. Initiated by the DNRC, the goal of the land-use plan is to increase revenue for the beneficiaries of school trust lands while maintaining economic, environmental and cultural vitality of Whitefish and the surrounding area.

The State Land Board adopted the neighborhood plan, which emphasizes conservation of open lands, working forests, environmental and recreational values.

The City of Whitefish and Flathead Gateway Partners completed their original Memorandum of Understanding to establish the trail system and the initiate the community planning process in 2005. The "Trail Runs Through It" Master Plan was completed and approved by the city in 2006.

A draft of the Master Plan Development Scope of Action has been developed and will be used as a guide for future proceedings.

"This has been a great partnership with many entities working together to accomplish criteria laid out in the Whitefish Neighborhood Plan and the Trail Runs Through It Master Plan. We are excited by the momentum," stated former City of Whitefish mayor, Andy Feury, who served on the original TRTI Steering Committee.
